Spain: the largest legal vacuum in Europe, explained without evasion
Spain is the European country with the most ambiguous position of all, and it is ambiguous on purpose. The activity between two adults is not a crime. Nor is it regulated. There is no licence, no register, no compulsory medical check, nothing resembling the German card or the Dutch permit. What is a crime, and is prosecuted, is procuring, profiting from another person's work, and any payment to a minor.
That vacuum has produced an enormous and completely opaque market: the roadside clubs, the flats in the big cities, and the greatest concentration of adverts in Europe. Without regulation there is no filter, and without a filter everyone protects themselves alone. It is uncomfortable to put it that way, but it is exactly the situation.
One country, very different cities
Madrid runs on flats and adverts, and fines by ordinance in the Casa de Campo. Barcelona has had the Raval as the focus of its civility ordinances for years. La Jonquera exists because of the border and because of French law, which penalises the client thirty kilometres further north. Marbella and Puerto Banús behave like Monaco. Valencia and Seville are far smaller and more closed markets. Taking one Spanish city as the norm means being wrong in the next.
What repeats everywhere
The advance deposit to an unknown number, the gallery that appears in three provinces at once, and the price that changes once you are there. None of the three is a local problem: they are the direct consequence of nobody checking anything.
